May be Govt read Nikki Riley’s ,(Incoming Chair Horizons Regional Councils introductory speech.) WE must work side by side with, bla bla, which share our goals. Plenty of people out here which are very concerned as to the outcomes sought by Horizons. So sorry people. More of the same. Until. Because the thrust of Local Govt Policy, Plans, Is to add cost, destroy wealth, and change ownership. So do not expect any let up on the outcomes sought and certainly added cost as wayward councils fight to the end to hold on to their precious privileged positions of influence, decision, and of course $. My concern is that potentially there is huge rate relief for rate payers, if the reform process is done right. District Councils have their own plan, plans, all writing up pretty much the same old same old as regional, so it is not about a whole new process, just changing a few words to reflect the intent of the RMA. And as Property Rights stated in our High Court Appeal. Horizons has assumed ,along with all other way ward Reg Councils, District Council rolls and functions. Those of you who were quick enough to read the appeal before it was deleted, will no that that was the explanation given by the then Minister of Conservation Kate Wilkinson. This was written into her submission to the Environment Court Hearing on the Bio-D provisions of the One Plan. But the the Judge, and Hearings commissioner who heard the appeal. Ignored. And then went on to give their decision at the conclusion of the Hearing. End of. Against. Talk about (my view) Corruption in the decision making process. Thus i am abit concerned as to how the end of Regional Councils is to play out. Ian Mckelvie said another body would evolve same as similar to the old catchment board, whose roll and functions was to the beds of rivers and lakes. Which incidentally was the conclusion Property Rights arrived at in our appeal to the High Court. Did I here Winston Peters recently expressing concern about the questionable decisions some Judges have been making in the environmental world. BUT I would like to think that John and my work contributed the out come now before rate payers. The cost of regional councils in $ terms and the overlap of functions in some instances are Triple, eg water quality, made them unnecessary. It was my view that R Councils were nothing more than a political tool whose time has come. But the mega question now is RMA reform, and will it happen given that it will not become law until 2027. This raises the question, What then for Treaty Settlements. Indeed. Can all of this get over the line. Well my forecasting read it here first, is once again on the money. You will remember i stood not once but 2x for a directorship on Ballance Fertilizer Co-op. First time they called for nominations, opened the process then appointed a independent director for my ward. Second time i missed out no gripes, but my blurb in the mail out stated clearly. All complaints against members to be to be handled by independent investigators? Written up by past unpopular Mayor ,now chairs the Local Govt Commission. Back in September Hobson Pledge was railing against this and the Treaty Principles that came with it. So yes i do have concerns as how Local Govt reform will play out.
Private property Rights. Under Attack. Has been for along time as you will have read, in this blog. But now it is hitting Auckland. Iwi are using heritage provisions to claim parts of privately owned land as culturally significant. And Councils are going along with it. And refusing to tell property owners what the claims are based on. Appealed to the Ombudsmen and got told to sod off. Councils are more interested in keeping Iwi happy than the rate payer. Property values??. You have read my thought’s here before .The same similar answer i got re my request for the preliminary details to the Whanganui Treaty settlement. Well it is well known what i think of the feds, and there he is, past president Andrew Hoggard, (Horowhenua Chronical 17th April, this year, ) If you want investment ,you cannot have uncertainty. Climate Action. Well COP 30 has concluded in Brazil. As i understand it was a talk feast, but nothing of consequence concluded, and one must say, all this climate talk is hot air. The reason. Subjective science and climate models. Only as good as the data that is entered, and of course if a outcome is sought, then modify the data. thus Govts around the world cannot afford such policies. End. Alas NZ with its Treaty Settlement process, driven by the UN you cannot deniege that, is full steam ahead, What you say. The Feds and its sister in crime Beef and Lamb think the latest tinkering’s with NZ,s Methane targets a great outcome. Govt has dropped the reduction goal from 24-47% to 14-24%. Well Paige Wills, pg 9 Rural News Nov 4th. says it as it is. Political Theater. Methane is not a problem. Inter Govt Panel on Climate Change says so. Our Ministry for the Environment says so. Yet our Govt, and consequently the Feds and beef and lamb keep pretending livestock are a problem ??? Well you no what I think is the out come sought.
